It takes two sticks

A series of small bush fires that were started by rubbing two sticks together came to an end when the foresters came across a man pointing to another man with a slightly charred stick in his hand.
"He started the fire" the first man exclaimed, "Look, he has a charred stick!"
The foresters arrested the man who was clearly the arsonist, the criminal who had been starting the bush fires by rubbing sticks together. Never did they ask where the second stick was, or why the man had a stick in the first place. No, regardless of the simple fact that it takes two sticks to start a fire they had their criminal in hand - indeed, the first man had identified the criminal.
As the foresters drove away the first man reached into this pack and threw a charred stick into the forest.
